Hawaiian Telcom offers three financial assistance programs that can significantly reduce what you pay for internet, phone, and TV. Here’s each one explained plainly.
1. Internet Kokua Program
This is Hawaiian Telcom’s low-income internet program, and it’s the best deal available for qualifying seniors.

What you get: If your address has fiber service, you’ll get 100 Mbps download and upload speeds — that’s fast enough for video calls with family, streaming shows, online banking, and browsing. The gateway fee is included, which is a big deal since it normally costs an additional $10/mo. on standard plans. There are no data caps and no contracts.

2. Lifeline Program (home phone discount)
The Lifeline program provides discounts on Hawaiian Telcom’s home phone service for qualifying senior citizens and low-income residents. This is a federal and state program, not just a Hawaiian Telcom offer.
Who qualifies: Seniors age 65+ who participate in programs like Medicaid, SNAP, SSI, Federal Public Housing Assistance, or Veterans Pension/Survivors Benefit. You can also qualify based on income — generally if your household income is at or below 135% of the federal poverty guidelines.
What you get: A monthly discount on your local home phone service (Basic Service or Go Local Plus). The discount is limited to one per household.
Why it matters for internet: If you qualify for Lifeline, you automatically qualify for the Internet Kokua program too. So getting approved for Lifeline can unlock both phone and internet discounts.

3. Kūpuna TV Discount
This one is specifically for Hawaii’s kūpuna (elders). If you have a Hawaiian Telcom TV and internet bundle, you may qualify for a $5/mo. discount on your TV package — whether that’s Basic, Advantage, Advantage Plus, or Starter.
Who qualifies: Seniors who meet Hawaiian Telcom’s eligibility requirements (proof of age and participation in qualifying programs). Your account must be in good standing with no suspensions for non-payment in the past year.

You only need to step up to 600 Mbps or 1 Gig if you have multiple people in the house who are all streaming 4K video or gaming at the same time. For a single person or couple, 400 Mbps is plenty.

You may have heard about the ACP, which provided a $30/mo. internet discount to qualifying households. Unfortunately, the ACP stopped accepting new enrollments and ended in 2024 due to a lack of federal funding. It is no longer available.
However, Hawaiian Telcom created the Fioptics Internet Assistance program as a successor. This provides Fioptics 100 Mbps internet for $30/mo. for 12 months to eligible households — including those who previously participated in ACP. If you were an ACP participant, you can apply for this program to continue receiving discounted internet.
The Internet Kokua program ($12.95/mo.) is still the best deal if you qualify for both, but Fioptics Internet Assistance is another option worth knowing about.

You probably don’t need 400 Mbps for email and YouTube — Internet Kokua’s 100 Mbps would be more than enough if you qualify. But if you don’t qualify for the discount, 400 Mbps at $30/mo. is the lowest-priced standard plan. There’s no cheaper option for non-qualifying customers, but the good news is that 400 Mbps also means your internet will never feel slow no matter what you’re doing.
What if I don’t have a computer?
You can use the internet with just a smartphone or tablet. Many seniors use an iPad to video call family, stream shows, read news, and manage finances. Hawaiian Telcom’s WiFi will work with any device.
I’m worried about scams online. Is there any protection?
